Roman Biller: “Oracle aims to further enhance its presence in Cyprus”

Founded in 1977 by Larry Ellison, Bob Miner and Ed Oates and headquartered in Austin, Texas, USA, Oracle’s journey in Cyprus began in 1988, initially focused on providing robust database solutions, which quickly becoming the standard for managing critical mission information in Cyprus.
Today, Oracle Cyprus serves over 500 customers from all industry sectors and its local office has developed into a key Oracle services hub, with team members growing into international consultants serving the EMEA region. Cyprus was chosen by Oracle for its strategic location, favourable business environment, skilled workforce and robust legal framework, which make it attractive for multinational corporations.
Roman Biller, Vice President of Technology for Oracle, EMEA-East Region, explains that the company has two reasons to celebrate this year: receiving an award and marking the 20th anniversary of its local office in Cyprus. Both of these developments affirm the correctness of the company’s decisions in Cyprus thus far.
Oracle is one of the longest-serving tech companies in Cyprus, having operated here since 1988. How has the company’s presence evolved over time to position itself as a major player in the local tech sector?
Oracle’s journey in Cyprus began in 1988 as an indirect business-driven model with local partners and, over the years, we have witnessed remarkable growth and seen a great transformation. Initially, we focused on providing robust database solutions, which quickly became the standard for managing critical mission information in Cyprus. As the local tech landscape evolved, so did our offerings. These developments encouraged us to establish a local office in 2004. This year’s award coincides with the 20th anniversary of our local office, which makes us twice as happy! Over the years we have expanded into cloud computing, enterprise applications, advanced data analytics and engineered systems, all with embedded artificial intelligence, catering to diverse industry sectors. Today, we serve over 500 customers from all industry sectors and our local office has developed into a key Oracle services hub, with team members growing into international consultants serving the EMEA region.
How would you describe Oracle’s impact on the local economy?
Oracle’s operations have significantly contributed to the local economy in various ways. We have promoted innovation by introducing cutting-edge technologies and best practices to the Cypriot market. Our initiatives in skill development, such as training programmes and certifications through our Oracle University and Oracle Academy institutions, have empowered the local workforce with valuable expertise. By creating job opportunities and supporting local businesses, we have helped foster the growth of the tech sector. Moreover, our collaboration with educational institutions and our close partnership with state authorities have enhanced the skill set of future professionals, ensuring a continuous pipeline of talent for the industry.
What advice or insights can you share for companies considering investing in Cyprus’ tech sector, based on your own experience and success in navigating the local market for over three decades?
For companies looking to invest in Cyprus’ tech sector, I would emphasise the importance of understanding local market dynamics and building strong relationships with key stakeholders. Cyprus offers a strategic location, a skilled multilingual workforce and a business-friendly environment, all of which are conducive to growth. Leveraging these advantages, while also being adaptable to the evolving tech landscape, can pave the way for success. Additionally, engaging with government bodies like Invest Cyprus can provide valuable support and insights to help navigate the market effectively.
Looking forward, what are Oracle’s plans for further enhancing its presence in Cyprus? Are there specific initiatives or partnerships in the pipeline that aim to advance technology adoption and digital infrastructure in the country?
Looking ahead, Oracle aims to further enhance its presence in Cyprus by continuing to drive technology adoption and innovation. We plan to expand our cloud services, enabling more businesses to leverage the power of the cloud for increased efficiency and scalability. Additionally, we are exploring partnerships with local authorities to foster a vibrant ecosystem of innovation. We also intend to collaborate more closely with the Deputy Ministry of Research, Innovation and Digital Policy to develop free advanced training programmes, ensuring that the local workforce remains at the forefront of technological advancements. These initiatives will help strengthen Cyprus’ position as a leading tech hub in the region.

Thank you. This is a significant honour for Oracle and testament to our dedication and hard work over the past decades. It highlights our commitment to driving technological innovation and excellence in Cyprus. This award not only acknowledges our past achievements but also inspires us to continue contributing to the growth and development of Cyprus as a thriving international business hub.
