Mayor Andreas Vyras: The upgrading of Larnaca's Port and Marina is crucial for attracting international businesses

Larnaca Mayor Andreas Vyras has shared his vision for the development of the city and talks about current and future projects that are set to transform Larnaca.
In a recent interview with GOLD magazine, he described the Government's recent decision to allocate €180 million for Larnaca as a great opportunity for the city and the broader district.
Among other things, Vyras also discusses the city's plans for its marina and port while also pointing out what other private and public projects are in the works to raise Larnaca;s profile even more.
The Government recently announced €180 million in funds for Larnaca. What sectors will the majority of these funds go to and how do you see them changing the city?
The recent announcement by the Government regarding the allocation of €180 million for Larnaca presents a great opportunity for the city and the broader district. The funds will be distributed across more than 60 projects, covering various sectors, and are expected to change the city’s landscape. One of the most important projects is the establishment of the Department of Marine Sciences, Technology and Sustainable Development at the Cyprus University of Technology (CUT) in the Mackenzie area, which will welcome its first students in 2027.
The €16.4 million investment for the building will provide educational benefits, enhance Larnaca’s position as a centre for higher education and create new job opportunities. Additionally, the potential establishment of branches of foreign universities in the city strengthens the prospects for the development of the education and research sector. At the same time, I should mention that we are closely monitoring the Government's decisions regarding the port and the creation of a yacht club, two projects that are crucial for the development of the city's tourism and commercial sectors.
In your opinion, what needs to be done in order to attract more foreign companies and investors to the city?
Larnaca possesses the necessary conditions to become an attractive destination for foreign companies and investors but, to fully realise its development potential, specific projects are required. The upgrading of Larnaca's Port and Marina is crucial for attracting international businesses, making the city a significant commercial hub in the Mediterranean region.
Additionally, the development of the former oil & gas storage area offers excellent opportunities for residential, tourism and commercial development, creating an attraction for large international companies.
The "Land of Tomorrow" project is expected to provide new business opportunities and strengthen Larnaca's position on the tourism and investment map. Through these strategic developments, Larnaca can attract more foreign investors and create a dynamic business environment.
Some planned projects in Larnaca, including the Marina, ran into trouble last year. Do you foresee any other challenges? What would be the best way to avoid any problems and ensure the integrity of the projects planned for the city?
Larnaca is at a critical stage of development, with significant projects such as the Marina and other infrastructure underway. Challenges can always arise, primarily due to bureaucracy or technical issues so, to avoid problems, it is essential to strengthen collaboration among all stakeholders and ensure clear and timely communication.
Additionally, proper preparation and sound feasibility studies are crucial for the successful completion of the projects. With the right planning and coordination, I am confident that Larnaca will overcome any challenges and see its projects completed successfully.
What are the next steps for the Marina project and how do you expect the Larnaca seafront to develop?
Regarding the Larnaca Marina, the dredging and maintenance works have already been approved and the relevant studies are ready. The tender for the execution of the works was published on March 28 and we expect the process to proceed shortly. The development of the Marina is a priority for us, as we believe it will enhance the tourism and economic development of the city, creating new opportunities for both residents and visitors.
Additionally, the architectural competition for the building of the Nautical Club has already been assigned to the Municipality of Larnaca, with the goal of creating a modern and functional building that will integrate into the surrounding environment. The agreement with the relevant Minister foresees the construction of the building in a new location, to be incorporated into Europe Square, thus creating a central public space that will become the heart of the city and enhance the image and functionality of the waterfront.
Regarding the Port, it is expected that this month, an agreement will be signed with the Cyprus Privatisation and Development Fund (CPDF) for the preparation of a study on the optimal utilisation of the Port. Our goal is to reach a solution as soon as possible that will benefit the local community and Cyprus in general, while ensuring the sustainable development of the area. With these initiatives, we aim to create a modern, functional and attractive waterfront that will improve the quality of life for citizens and strengthen Larnaca as an important tourist and business hub in Cyprus.
What other projects (both public and private) do you expect to take the city to another level? How will they serve Larnaca?
Larnaca is on a dynamic path of development, with projects that improve the city and the quality of life for both residents and visitors. Key projects include the redevelopment of Acropolis and Alki Squares, which will enhance accessibility and safety, as well as the transformation of the Salina Municipal Park, which offers new green spaces and areas for social interaction.
The Tsakkilero project creates a multifunctional park, while the new Melathron provides modern care facilities. At the same time, the restoration of the former Police Chief's Residence and its transformationinto a Creative Engagement Centre for Youth offers new opportunities for young people, hosting programmes by the National Addiction Authority (NAAC).
The redevelopment of the Pattihio Park and the redesign of Zouhouri Square will enhance the city’s cultural heritage, providing spaces for sports and recreation. All these projects are funded through the "Thaleia 2021-2027" Cohesion Policy programme, with co-financing from the EU. Our goal is to create a modern, accessible and sustainable city for everyone.
Since the Metropolis Mall opened in Larnaca, do you foresee any upgrades to the traditional commercial centre of the city and are there plans to revive it?
The arrival of the shopping mall has been crucial for our city’s development but the upgrade of the traditional commercial centre remains a priority. To this end, regeneration works in the city centre are already underway and work on the second phase is currently taking place in the northern section of Ermou Street, from the junction with Grigoris Afxentiou Avenue to the junction with Victor Hugo Street. At the same time, projects such as the redevelopment of Acropolis and Alki Squares, along with the surrounding roads, are progressing. The goal is to create a modern, accessible and functional centre that will enhance commercial activity and the attractiveness of our city.
Are you planning projects to help Larnaca become a smart city?
The creation of a smart city is a goal we are pursuing with the utmost seriousness. We have already planned and are implementing projects that incorporate innovative technologies and sustainable solutions, aiming to improve the quality of life for our citizens and strengthen Larnaca’s position as a modern, competitive city. Projects currently underway include the development of smart parking applications, the installation of photovoltaic systems at key locations around the city, including the Multi-Purpose Social Welfare and Employment Centre, the Music Ensembles building and the Municipal Library. Additionally, we are proceeding with the installation of smart water meters. These are just a few of the actions we are taking and it is certain that other innovative initiatives will follow, with the goal of making Larnaca one of the smartest and most sustainable cities in the region.
How do you envision Larnaca developing in the future and what do you hope will be achieved?
The goal is for Larnaca to become a city that combines tradition with modern development. We aim to create a dynamic urban space that offers a high quality of life for residents, while also being attractive to visitors and investors. The development of infrastructure, upgrades to the commercial centre, the strengthening of the tourism sector and the promotion of sustainable development through green projects are key objectives. I hope that Larnaca will become a model for other cities that integrate culture, innovation and sustainability, while preserving their historical heritage.
